FANO head: 9 executives dismissed after inspections in 2014


"A good number of cases are being examined now by judicial authorities," noted Kotyukov.

After the inspections conducted by the Federal Agency for Scientific Organizations (FANO) in 2014, nine executives were dismissed. The Head of FANO Mikhail Kotyukov reported this to the Federation Council.

"A good number of cases are being examined now by judicial authorities, about 360 court cases of the previous year, noted Kotyukov. Most of the cases are related to housing issues in which the court has to define property and land rights, as well as to the issues of bankruptcy. All these problems had mostly appeared before FANO started to operate."

Kotyukov added that financial and economic activities were reviewed as well. "Last year we conducted 249 inspections, the main violations were related to the inefficient use of federal budget, distortions in financial statements, unauthorized renting of buildings, as well as the violation of the law on public procurement," said the head of FANO.

"After reviewing of these materials, 9 executives were dismissed, 23 were reproved, 3 were reprimanded," concluded Kotyukov.

In 2015, more than 300 heads of scientific organizations will be re-elected

 "We have signed agreements with all the institute directors. Unfortunately, there was no such practice in the Russian Academy of Sciences in previous years, noted Kotyukov. We have determined the candidates to be elected for the positions of directors of organizations, one organization has already voted and the newly elected leaders have assumed office."

According to the head of FANO, it is important that the heads of organizations be chosen strictly by the staff of these organizations. "We have also conducted 33 performance assessments of the unitary enterprises leadership staff and are planning to conduct 70 more in 2015," said Kotyukov.

"We have been instructed by the Presidential Council for Science and Education and the Russian Academy of Sciences to create a system of personnel reserve to fill the leadership positions in scientific institutions," said the head of FANO.

According to him, it will be not just a list of candidates, but a system that will constantly involve new people and provide the necessary development of their competencies.

"In addition, we have worked out a remuneration system of the employees of organizations, now we are about to develop recommendations for the remuneration system of the leadership staff," concluded Kotyukov.

Cooperation with the Academy of Sciences

Katyukov said that a model will be designed to allow effective interaction between the institutes of the Russian Academy of Sciences and universities.

"There are a lot of debates now on cooperation between scientific organization and universities. Designing the best model of cooperation is being actively discussed especially in the regions where major universities operate," said Kotyukov.

According to him, such a model doesn`t always mean that "one should be juridically affiliated to the other." "It is important that institutions and universities can work together to solve serious problems, including interdisciplinary ones.

Therefore, an organization that has a greater scientific and technical potential can be a coordinator of a large research project, involving other scientific institutions," said the head of FANO.

He added that institutions of one region could unite to make one research center. "Today the heads of RAS departments propose a lot of such initiatives which are agreed with the executive authorities," said Kotyukov.

"In the future we could create such a model according to which both universities and scientific centers combine their efforts to develop a certain region."

What are the goals of FANO

The Federal Agency for Scientific Organizations was established by the presidential decree signed simultaneously with the law on the RAS reform on September 27, 2013. Mikhail Kotyukov, previously Deputy Finance Minister, was appointed head of FANO on October 24.

The government agency is responsible for all the scientific organizations (research institutes and others) that are no longer subordinated to RAS within the framework of the reform of academic science. Under the new legislation, FANO is the founder of the organizations, it approves the government order to conduct fundamental research taking into account the recommendations of the Academy.

However, RAS is responsible to make up scientific tasks.

Following the appointment of Kotyukov, the RAS President said he was ready to cooperate with him. "I have no prejudice, and I expect a lot from this cooperation," said Fortov.

At the same time Fortov noted that it was important how Kotyukov saw the future of the cooperation between FANO and RAS. "If I were appointed, I would have my own vision, and I certainly don`t know Kotyukov`s vision yet," he explained.
