Ministry of Education and Science: leading Russian and US universities to develop network partnership

The Ministry of Education and Science intends to develop network partnership between the leading universities of Russia and the USA, particularly between the Association of American Universities, which includes 62 leading universities of the USA and Canada, and the associations of Russian universities.

This initiative was proposed by the Minister of Education and Science Dmitry Livanov during his working trip to the United States at the meeting with the Chancellor of the University of California, Los Angeles (UCLA), Gene Block. UCLA is one of the leading universities of the United States being among the world`s most prestigious higher education institutions: it is always in the top-20 of universities as ranked by QS and Times Higher Education.

"At the end of the meeting, Dmitry Livanov and Gene Block agreed to establish the financial instruments to support university cooperation, including academic mobility of students and academic personnel," said the source of TASS.

He added that during his trip the Minister of Education and Science also met with the representatives of the Russian-speaking scientific community of RASA-USA. "In the near future the parties are planning to organize the operation of advanced medical research centers on the basis of Russian universities," the press service reported.

"We try to involve the world's leading scientists in working with Russian educational institutions and scientific organization," said Livanov at the meeting.

According to him, the intelligent potential of RASA-USA can be extremely useful to improve the efficiency of Russian schools of science.

"There`s a number ways to do this: to create "mirror" laboratories, to introduce graduate and postgraduate programs, to encourage the youth to choose academic specialties as their career," he concluded.

The Russian science community RASA was founded in 2008. It unites the former Soviet scientists that are currently working outside Russia.

Russian students will study abroad at public expense

In March 2015 the Ministry of Education and Science of the Russian Federationwill approve the first participants of the program "Global Education" that will allow to study at the most prestigious foreign universities for free, the Minister of Education and Science Dmitry Livanov said to TASS.

On June 20, 2014 Prime Minister Dmitry Medvedev signed a government decree on the program of social support to the citizens of Russia that have entered the leading foreign educational institutions themselves. The program called "Global Education" which is developed for 2014-2016 will give the opportunity to study at foreign universities, including Harvard, Oxford and Yale.

In order to sign up, one should provide a diploma of higher education and an entrance certificate to a foreign university. In addition, the applicant shouldn`t have an outstanding or unexpunged conviction, as well as an excuse to avoid fulfilling employment commitments: not later than three months after his or her return to Russia he or she should choose an employer from the approved list of organizations and work for the employer for at least three years.

Priority will be given to those students who have chosen one of five areas - engineering, science and education, medicine, economics, management in the social sphere. Relevant experience of the applicant and his scientific publications will influence the decision of the Supervisory Council. In addition, tuition will be paid only if educational programs last not longer than two years.
