Head of the Presidential Human Rights Council (HRC) Mikhail Fedotov noted that the public conscience of Russians should be demilitarized to secure domestic tranquility in the country.

In the interview with the newspaper "Vedomosti" Fedotov noted that the neighboring Ukraine was suffering an armed conflict, and stressed that he didn`t want the civil war to spread from Ukraine to Russia. The human right activist said that it was one of the main focuses of his speech at the meeting with the Russian President Vladimir Putin in October 2014.

"I said that wars were contagious and that we couldn`t let that virus cross the Russian-Ukrainian border. Russia can`t go through another civil war. That's why I talked about the need to demilitarize the public conscience. We have no war. But if it starts in the minds of the people, then it will be self-realizing," the newspapers cites Fedotov`s words.
